Cabinet Secretary for Health Aden Duale, has overseen the signing of the Ministry’s Performance Contracts for the Financial Year 2025/2026 (1 July 2025 – 30 June 2026), to enhance accountability and efficient health service delivery.
The ceremony followed the vetting of Ministerial Performance Contracts in July 2025 and formally aligned the Ministry’s targets with national development priorities under the Performance Contracting Guidelines.
The signing also triggered the cascading of obligations across Directorates, Departments, Divisions and Units—embedding performance-based responsibility throughout the Ministry’s operational structure.
Addressing Ministry leadership, CS Duale emphasized prudent management of public resources and results-oriented leadership that translates policy commitments into verifiable outcomes.
He reiterated the Ministry’s constitutional duty to uphold transparency, accountability, and integrity in the execution of its mandate.
Health remains a central pillar of the Government’s Bottom-Up Economic Transformation Agenda (BETA), with the CS noting that a resilient health system is essential for economic growth, social stability, and the preservation of human dignity.
“A resilient health system is fundamental to economic growth, social stability, and human dignity,” Duale said.
Among the milestones cited were:
- Progress in health financing reforms
- Digital health integration initiatives
- Expanded benefits coverage
- Strengthening of community health systems
- Improved access to specialised health services
The CS attributed these gains to coordinated leadership and institutional discipline within the Ministry.
CS Duale commended the Principal Secretaries and senior management team for driving reforms with focus and integrity.
He stressed that every public resource allocated to health must deliver tangible value to citizens.
Looking ahead to the new performance cycle, he called for:
- Heightened fiscal discipline
- Accelerated reform implementation
- Enhanced transparency
- Improved service standards
He expressed confidence that the 2025/2026 financial year would be defined by disciplined execution, ethical stewardship, innovation, and zero tolerance for complacency as the Ministry advances a more equitable and sustainable health system anchored on Universal Health Coverage (UHC).
The ceremony was attended by Principal Secretaries Ahmed Abdisalan Ibrahim (National Government Coordination), Ouma Oluga (Medical Services) and Mary Muthoni (Public Health and Professional Standards), alongside Director-General for Health Patrick Amoth, Ministry Directors, and Technical Heads.
